Assam Cabinet Approves DA Hike, Dibrugarh Second Capital Region and Higher MLA Fund

Guwahati: The Assam Cabinet, chaired by Chief Minister Dr. Himanta Biswa Sarma at Lok Sewa Bhawan in Dispur, approved several important decisions on Friday.

The Cabinet approved an increase in Dearness Allowance (DA) and Dearness Relief (DR) for state government employees and pensioners from 58% to 60%. More than 8 lakh employees and pensioners across the state will benefit from the hike.

In another major decision, the Cabinet approved the creation of the Second State Capital Region in Dibrugarh and the formation of the Second State Capital Region Development Authority (SCRDA-D). The proposed region will cover a 20-km radius around the Dibrugarh Capital Complex.

The authority will be responsible for preparing development plans, identifying growth corridors, and planning urban expansion in the region. A fund of ₹500 crore will be allocated through concerned departments for infrastructure development in the second capital region.

The Cabinet also approved amendments to the Assam Secondary Education (Provincialised Schools) Service Rules, 2026, to streamline the promotion process of serving Grade-IV employees to Grade-III posts.

Additionally, the Cabinet decided to increase the MLALAD fund from ₹1 crore to ₹1.5 crore per MLA for the financial year 2026-27. From 2027-28 onwards, the allocation will be increased to ₹2 crore per MLA.

The Cabinet further amended the MLALAD guidelines, allowing legislators to use up to 10% of the annual allocation for purchasing and distributing community, educational, cultural, sports and disability-support equipment.

The decisions are aimed at improving employee welfare, strengthening infrastructure development, and enhancing local area development across Assam.
