Guwahati: The Assam Cabinet, chaired by Chief Minister Dr Himanta Biswa Sarma at Lok Sewa Bhawan in Dispur, on Monday approved several major proposals covering infrastructure, industry, healthcare, agriculture, education and welfare.
Among the major decisions, the Cabinet approved the development of an integrated 30 MW solar power project with a 25 MW/100 MWh Battery Energy Storage System (BESS) at Rakhyasini Jungle Block under Matia Revenue Circle in Goalpara district.
The Cabinet also approved the allotment of 1,174 bighas of land in Kamrup Metropolitan and Nagaon districts to the Industries, Commerce and Public Enterprises Department for the development of industrial estates and land banks.
In Dhemaji district, 27 bighas of government land at Rangajan Gaon under Dhemaji Revenue Circle was approved for the Animal Husbandry and Veterinary Department to establish a milk project.
The Cabinet also extended the One-Time Window for determining the market value of tea gardens and tea lands for calculating stamp duty and registration fees for conveyance deeds.
₹109.99 Crore for Gauhati University
An amount of ₹109.9957 crore was approved under SOPD-G for 2026-27 for infrastructure development at Gauhati University.
The funds will be used for new buildings, including a multi-disciplinary academic building, an international student hostel, a 250-capacity boys’ hostel with a mess block and Grade-D staff quarters.
The Cabinet also approved renovation and upgradation of the Birinchi Kumar Baruah Auditorium and extension of the seminar hall and refreshment area at K.K.H. Library.
Petroleum Retail Licence Abolished
To improve the Ease of Doing Business, the Cabinet approved the Assam Trade Articles (Licensing and Control) (Amendment) Order, 2026. The amendment will abolish the retail selling licence requirement for petroleum products.
The Cabinet also approved subsidised prices of Masur Dal at ₹70 per kg and sugar at ₹35 per kg for NFSA ration card holders.
New Rules and Infrastructure Projects
The Cabinet approved the Assam District Court Employees Service Rules, 2026, as well as the Assam Allied and Healthcare Council Rules, 2026.
An administrative approval of ₹155.98 crore was also given for the construction of a railway overbridge near Hawaipur Railway Station and a bypass road connecting Kheroni Chariali in West Karbi Anglong with NH-27 at Bamungaon. The project is expected to reduce traffic congestion in Lanka town.
The Cabinet further approved an amendment to the Industrial and Investment Policy of Assam, 2019, allowing Registered Vehicle Scrapping Facilities (RVSFs) to be treated as eligible industrial activities for fiscal incentives under the Assam Vehicle Scrappage Policy, 2022.
A proposal by Fermbox Bio Private Limited to establish a project in Tezpur with an investment of ₹300 crore was also approved.
₹50,000 Crore for ‘Viksit Assam’
The Cabinet approved a proposal for the Assam government to invest ₹50,000 crore under the Viksit Assam: Infra Vision initiative.
The Cabinet also decided that the existing Social Welfare Committee of each Gaon Panchayat will function as the Village Water and Sanitation Committee (VWSC) at the GP level for drinking water and sanitation-related matters, in accordance with the Jal Jeevan Mission 2.0 guidelines.
Proton Beam Therapy Centre in Guwahati
A major healthcare decision was the approval to establish a Proton Beam Therapy Centre in Guwahati under the Assam State Secondary Healthcare Initiative for Service Delivery Transformation (ASSIST) Project.
The centre will be developed through the Assam Health Infrastructure Development & Management Society at an estimated cost of ₹600 crore.
Orunodoi and Flood Relief
The Cabinet decided that Orunodoi beneficiaries in Sivasagar and Charaideo will receive ₹2,000 this month, while beneficiaries in other districts will receive ₹1,200.
Financial incentives under the Chief Minister’s Jibon Prerana Scheme and CM-FLIGHT scheme will be released from September 1, 2026.
The state government will also provide ₹15,000 to the remaining flood-affected families on September 1 as part of its flood relief measures.
The decisions taken at the Cabinet meeting cover a wide range of areas, including infrastructure development, industrial investment, healthcare, education, welfare and support for flood-affected families.
