Guwahati: A State-Level Conference of Principal Census Officers (PCOs) for Phase-I of Census 2027 was held at the Assam Administrative Staff College in Guwahati under the chairmanship of Chief Secretary Ravi Kota.
The conference was organised by the General Administration Department of the Assam Government in association with the Directorate of Census Operations, Assam under the Ministry of Home Affairs.
The meeting was attended by Registrar General and Census Commissioner of India Mrityunjay Kumar Narayan, senior Assam Government officials, District Commissioners, Municipal Commissioners and census officers from across the state.
Officials informed that Census 2027 will be India’s first fully digital census. The exercise will be conducted in two phases — House-listing & Housing Census (HLO) and Population Enumeration.
Phase-I will focus on houses and households. Information related to housing conditions, household facilities and assets will be collected during this phase.
The Assam Government has scheduled Phase-I Census operations in the state from August 17 to September 15, 2026.
Self-enumeration will be available from August 2 to August 16, 2026 through the official census portal.
Population Enumeration, which will cover individual population details, will be conducted in February 2027 along with the rest of the country. The reference date for Census 2027 has been fixed at 12 midnight on March 1, 2027.
Officials said the data collected during the first phase will help in better planning for housing, infrastructure, drinking water, electricity, sanitation and digital connectivity across Assam.
The conference also reviewed training, digital infrastructure, field operations and awareness programmes related to the census exercise.
A total of 59 Master Trainers and 1,109 Field Trainers have been selected in Assam for training programmes. Around 83,535 enumerators and supervisors, including reserve staff, will be deployed during the Phase-I operations.
Addressing the conference, Chief Secretary Ravi Kota stressed the importance of public participation and proper coordination for the successful conduct of Census 2027.
Registrar General and Census Commissioner of India Mrityunjay Kumar Narayan highlighted the importance of technology, self-enumeration and digital monitoring systems for accurate and transparent data collection.
Chief Principal Census Officer of Assam Biswajit Pegu urged the public to cooperate with census officials and follow the provisions of the Census Act, 1948 for the successful completion of the nationwide exercise.
