Guwahati: The Assam Cabinet, chaired by Chief Minister Dr Himanta Biswa Sarma at Lok Sewa Bhawan on Thursday, approved a series of proposals covering industrial investment, agriculture, fisheries, welfare schemes, government employees and infrastructure development.
One of the major decisions was the approval of the ₹11,000-crore investment proposal of JK Lakshmi Cement Limited for setting up a clinker manufacturing unit and four associated cement grinding units in Assam. The project is expected to generate around 2,000 direct jobs.
The Cabinet approved implementation of the Assam Sustainable Wetland and Integrated Fisheries Transformation (SWIFT) Project at an estimated cost of ₹796.88 crore.
Of the total amount, ₹637.504 crore will come as an Asian Development Bank (ADB) loan, while the Assam government’s share will be ₹159.376 crore.
Under the project, restoration and rehabilitation work will be undertaken in at least 102 derelict community beels across the state. The initiative is aimed at improving wetland management and strengthening the fisheries sector.
The Cabinet also approved a rent-based or pro bono model for construction of a state-of-the-art laboratory and ancillary infrastructure of the Spices Board, under the Ministry of Commerce and Industry, Government of India, at Ulubari in Guwahati.
The Agriculture Department, in coordination with PWD (Building), will undertake construction of the facility according to the design and specifications provided by the Spices Board.
The Cabinet approved state guidelines for financial assistance towards the mandatory promoter’s contribution under the Central Sector Agriculture Infrastructure Fund (AIF) scheme.
Under the approved arrangement, the state government will bear the entire 10% promoter’s contribution for collective entities such as Farmer Producer Organisations, Farmer Producer Companies, Primary Agricultural Credit Societies and cooperatives.
For individual beneficiaries, including farmers, agri-entrepreneurs, startups, Self-Help Groups and Joint Liability Groups, the government will bear 5%, while the beneficiary will contribute the remaining 5%.
The Cabinet decided to supply sugar to NFSA beneficiaries at a subsidised rate of ₹30 per kg for October 2026.
Beneficiaries will receive both masur dal and sugar at a combined price of ₹100 during October.
The Cabinet approved granting the minimum of the pay scale to an additional 166 Muster Roll, Casual and Fixed Pay workers, with effect from September 1, 2026.
It also gave ex-post facto approval to an Executive Order facilitating Aadhaar enrolment of eligible women members of Self-Help Groups until March 31.
The Cabinet approved a State Capital Investment Subsidy for eligible manufacturing units that qualify under the substantive provisions of the Uttar Poorva Transformative Industrialization Scheme (UNNATI), 2024, but could not obtain registration under the scheme within the extended deadline of September 30, 2026.
The decision is aimed at extending state-level support to eligible industrial units that could not complete registration within the specified period.
The Cabinet approved payment of a 20% bonus to eligible workers and employees of the tea gardens under Assam Tea Corporation Limited (ATCL).
The government approved allotment of 256 bighas of government land at Mouza Duhalia Hill Part-IV, Porgona-Pratapgarh, in favour of the Agriculture Department.
The land will be used for establishing a College of Agriculture at Patharkandi in Sribhumi district under Assam Agricultural University, Jorhat.
The Cabinet approved October 17, 2026 as an additional Durga Puja holiday, in addition to the four Puja holidays already notified.
The government also increased the October monthly assistance for Orunodoi beneficiaries from ₹1,250 to ₹1,500 as a Durga Puja gift.
The Cabinet decided that elections to the Mising Autonomous Council and Sonowal Kachari Autonomous Council will be held in November 2026.
Another major decision involved the allotment of 504 bighas of land at Niz-Gondhmow village under Hajo Revenue Circle to the Industries, Commerce and Public Enterprise Department for setting up an industrial estate.
The land, covered by Dag No. 254 under Pub Bongshar Mouza, will be dereserved from VGR status. In exchange, an equivalent 504 bighas of government land at village No. 2 Dokania under Pachim Bongshar Mouza will be reserved as VGR land.
The Cabinet decisions cover a broad range of sectors, including industrialisation, agriculture, wetland and fisheries development, social welfare, employment, tea workers’ benefits and infrastructure. The approved measures also include major private investment proposals and additional support for beneficiaries ahead of the festive season.
