Assam Cabinet Announces Major Decisions Ahead of Swahid Smarak Inauguration

Guwahati: The Assam Cabinet, chaired by Chief Minister Dr. Himanta Biswa Sarma, met at Lok Sewa Bhawan on Sunday evening and took several key decisions, including preparations for the inauguration of the Swahid Smarak at Paschim Boragaon, financial benefits for employees, and land patta approvals.

Statewide Tribute to Assam Movement Martyrs on 9–10 December

The Cabinet finalised the programme for the inauguration of the Swahid Smarak built in honour of the martyrs of the Assam Movement.

Key points of the programme:

  • 9 December:
    • Earthen lamps will be lit in memory of each martyr.
    • Naam-prasanga will be organised.
  • 10 December (Inauguration Day):
    • Family members of the martyrs will be invited to the event.
    • All districts of Assam will observe Swahid Divas simultaneously.
    • The song “Swahid Pronamo Tomak” will be performed at gatherings of 1,000 to 10,000 people, depending on district population.

The Cabinet also appealed to every household in Assam to light an earthen lamp on 10 December as a mark of respect.

Ex-Gratia for NHM Employees Increased

The Cabinet approved an increase in the ex-gratia amount for the next of kin of deceased NHM employees, raising it from ₹5 lakh to ₹7.5 lakh.

35% Salary Hike for Mini ITI Employees

Employees working in the five Mini ITIs at Dudhnoi, Pathsala, Rangia, Biswanath Chariali, and Titabor will receive a 35% salary increase.

Additionally, the Cabinet approved:

  • Restructuring and enhancement of fixed pay
  • Annual 3% increment
  • Implementation from 1 January 2026

Ordinance for North Lakhimpur University Registrar

To ensure smooth functioning of North Lakhimpur University, the Cabinet cleared an ordinance to amend Section 58 of the University Act, 2023.
This will allow the current Registrar to continue for three years or until a regular Registrar is appointed.

Land Pattas for 1,372 Beneficiaries

Under Mission Basundhara, the Cabinet approved land pattas for:

  • 660 applicants in Dhubri, Goalpara, Bongaigaon, Sonitpur, Lakhimpur, Golaghat, Nalbari, and Barpeta
  • 712 applicants in Sonitpur, Barpeta, and Golaghat

Discussion on Tribal Status Proposal

A three-member Cabinet Committee—comprising Dr. Ranoj Pegu, Keshab Mahanta, and Pijush Hazarika—will hold discussions with the CCTOA regarding the proposal to grant tribal status to six communities.
If necessary, the Chief Minister will also join the meeting.
