Guwahati: Union Home Minister Amit Shah on Monday inaugurated the new office building of the Commissioner of Police, Guwahati, marking a major step towards modern policing in Assam.
Amit Shah also inaugurated the Integrated Command and Control Centre (ICCC) housed in the same building. Guwahati Smart City Limited developed the ICCC as part of the Intelligent City Surveillance System to improve public safety and law enforcement in the city.
The Assam government built the new Police Commissioner office at a cost of Rs. 111 crore. The 10-storey building (B+G+8) has modern facilities including a media interaction cell, verification unit, court rooms, waiting lounges, police department offices, officer chambers, HVAC systems and solar power installation. The building is designed to handle large public movement with a focus on safety, security and sustainability.
The ICCC project cost Rs. 181 crore and includes around 2,000 CCTV cameras, advanced data and command systems, and a citizen alert mechanism. The centre will help police monitor incidents in real time and respond faster across Guwahati.
During the programme, Amit Shah also flagged off 39 Mobile Forensic Vans to strengthen scientific crime investigation in Assam. The initiative supports the implementation of new criminal laws that make forensic examination mandatory for serious crimes punishable with more than seven years of imprisonment.
The Union Home Minister also inaugurated a state-level exhibition on the new criminal laws—Bharatiya Nyaya Sanhita, Bharatiya Nagarik Suraksha Sanhita and Bharatiya Sakshya Adhiniyam. These laws came into force on July 1, 2024 and aim to replace colonial-era laws with a faster and citizen-centric justice system.
According to the Ministry of Home Affairs, Assam ranks first in India in implementing the Naveen Nyaya Sanhita. The state scored 81.20 per cent on the NCLI dashboard, much higher than the national average of 57.02 per cent. The Union Ministry felicitated Special DGP (CID) Munna Prasad Gupta and his team for the achievement.
Assam is also the first state to complete 100 per cent geo-fencing of police stations under the PM Gati Shakti portal and to enrol DNA samples in the MCU system.
Chief Minister Himanta Biswa Sarma, Union Minister Sarbananda Sonowal, Chief Secretary Dr. Ravi Kota, DGP Harmeet Singh, and senior officials attended the event.
