Excise Revenue in Assam Shows Sharp Growth; ₹3,260 Crore Collected in Seven Months

Guwahati: Excise revenue in Assam has been rising every year. This year, the State Excise Department has already collected ₹3,260.73 crore till October—nearly ₹200 crore more than the total revenue collected in the entire 2021–22 financial year, which stood at ₹3,047.98 crore.

Excise Minister Atul Bora shared this information in the Assam Legislative Assembly on the second day of the Winter Session while replying to a question raised by MLA Yadab Swargiary.

Strong Revenue Growth Over the Years

According to official data, Assam collected:

  • ₹3,880.06 crore in 2022–23
  • ₹4,798.73 crore in 2023–24
  • ₹5,292.42 crore in 2024–25 (till October)

The minister explained that under the Assam Excise Act, 2016, excise duty is not collected directly from wine shops and “on-shops.” Instead, wholesale warehouses pay advance excise duty when they purchase liquor from manufacturing units.

Most Revenue From Kamrup Metro

Kamrup Metropolitan district continues to be the top revenue-generating district with ₹880.04 crore collected so far in the current financial year. Other high-revenue districts include:

  • Jorhat – ₹305.37 crore
  • Tinsukia – ₹232.36 crore
  • Karbi Anglong – ₹234.21 crore
  • Cachar – ₹223.45 crore
  • Dibrugarh – ₹145.87 crore

Number of Wine Shops Across Districts

Assam currently has 1,795 licensed wine shops and 1,223 on-shops.

District-wise distribution (selected highlights):

  • Kamrup Metro: 342 wine shops, 253 on-shops
  • Jorhat: 75 wine shops, 39 on-shops
  • Tinsukia: 117 wine shops, 38 on-shops
  • Golaghat: 103 wine shops, 50 on-shops
  • Dibrugarh: 112 wine shops, 52 on-shops
  • Karbi Anglong: 50 wine shops, 67 on-shops
  • Cachar: 72 wine shops, 45 on-shops
  • Nagaon: 46 wine shops, 81 on-shops

Notably, Majuli district still has no wine shops or on-shops, while Kamrup Metro has the highest number of outlets in the state.
