Guwahati : Controversial ACS officer Nupur Bora was arrested again on Tuesday by the Chief Minister’s Special Vigilance Cell in connection with large-scale land corruption.
The arrest was made based on an FIR filed by the Barpeta Deputy Commissioner and Assistant Commissioner. The case relates to alleged illegal land mutations involving more than 50 people.
According to sources, Nupur Bora was arrested in connection with Vigilance Case No. 32/25. During the investigation, it was found that land was illegally mutated without registration in exchange for lakhs of rupees.
The CM Vigilance Cell conducted raids in Barpeta and seized land documents of around 70 suspicious individuals. After his arrest, Nupur Bora was produced before a court, which sent him to CM Vigilance custody for two days.
It may be noted that Nupur Bora had earlier been arrested in another vigilance case (Case No. 25) but was granted bail in November. However, fresh irregularities found during the latest investigation led to his re-arrest.
Meanwhile, CM Vigilance Superintendent Rosy Kalita said that there are complaints of as many as 524 illegal orders linked to Nupur Bora. He stated that during Bora’s posting as Circle Officer in Barpeta and Goroimari, large-scale corruption took place under his supervision.
The investigation revealed that amounts ranging from ₹1.5 lakh or more were taken for a single signature. Money was collected for land mutation, NOC issuance, and change of land ownership. It was also found that Bora made people land co-sharers in exchange for money, even if they were not family members.
Kalita said that the recovery of ₹1.5 crore in cash from Bora’s residence clearly shows his lack of responsibility towards his duty and the country. The probe also revealed that Bora had access to the Mandal login ID, which was misused for illegal land mutations. Earlier, a Lot Mandal had also been arrested in connection with the same case.
The Vigilance Cell said that due to these illegal activities, the government suffered heavy revenue loss. Letters have been sent to concerned Deputy Commissioners to cancel illegal transactions.
Earlier, Nupur Bora was arrested on September 25, 2025, in a disproportionate assets case registered by CM Vigilance. However, he was granted bail in November as the arrest was made at night without the permission of a First Class Magistrate. During that time, large amounts of cash were recovered from his residence during raids.
