Guwahati: The Central Bureau of Investigation (CBI) has arrested an absconding accused, Tonia Langkam, on 13 November 2025 from Itanagar, Arunachal Pradesh. He was wanted in a case involving the fraudulent submission of applications under the National Horticulture Board’s scheme, “Development of Commercial Horticulture through Production and Post-Harvest Management.”
According to the CBI, the accused and his associates filed 173 fake applications in the names of people from Lohit, Lower Dibang Valley, and East Siang districts of Arunachal Pradesh to illegally claim government subsidies.
The CBI began the investigation on 30 April 2007 after receiving specific information. During the investigation, the agency found that the gang prepared all fake applications and documents at the Guwahati residence of another accused, Tarik Tolam. Local youths helped them in the process, working under the supervision of Tonia Langkam and his team.
The CBI filed the chargesheet on 21 December 2009, but Tonia Langkam had been on the run since then.
After his arrest, the CBI produced him before the Special Judge for CBI Cases in Guwahati. The court has sent him to judicial custody.
