Assam Cabinet Approves Key Bills on Education, Land Rights, Universities and Public Safety
Guwahati — The Assam Cabinet, chaired by Chief Minister Dr. Himanta Biswa Sarma at Lok Sewa Bhawan, approved several important decisions covering education, land rights, universities, aviation and public safety.
The Cabinet approved the Assam Non-Government Educational Institutions (Regulation of Fees) (Amendment) Bill, 2025, which will regulate fees in all private schools, including minority-run institutions. The move aims to protect parents and ensure fair and transparent fee structures.
The Cabinet also cleared the Assam Education (Provincialisation of Services of Non-Teaching Staff of Venture Educational Institutions) (Amendment) Bill, 2025, allowing a 6% annual salary hike for non-teaching staff. This decision will benefit 3,093 employees across the state.
For teachers working in border districts like Dhubri and South Salmara, the Cabinet approved an amendment reducing the mandatory service period. Now, female teachers can apply for transfer after 5 years and male teachers after 7 years, instead of the earlier 10 years.
Two major universities—NERIM University and Azim Premji University, Assam—received Cabinet approval. Their Bills will be introduced in the next Assembly session.
In a historic step for tea garden workers, the Cabinet approved amendments to the Assam Fixation of Ceiling on Land Holdings Act, allowing labour line land to be settled with 3.33 lakh tea worker families across 825 tea estates. A total of 2,18,553 bighas will be covered.
The Cabinet also approved the Karbi Welfare Autonomous Council Bill, 2025, which will support Karbi people living outside the KAAC area.
The government allotted 8 acres of land to Kendriya Vidyalaya Sangathan for a permanent school campus at Jagiroad.
To boost aviation, the Cabinet cleared the MRO Policy of Assam, 2025, targeting three world-class aviation Maintenance, Repair and Overhaul centres by 2030, with investments of Rs 1,500 crore and over 1,000 skilled jobs.
A High Powered Investment Committee, headed by the Chief Minister, will now handle investments above Rs 10,000 crore.
The Cabinet also approved the Assam Fire and Emergency Services Bill, 2025 to strengthen fire safety in buildings across the state.
The government will table the Mehta Judicial Commission Report on the 1983 election violence in the upcoming Assembly session.
Finally, the Cabinet approved the Prevention of Cruelty to Animals (Assam Amendment) Bill, 2025, which will allow the traditional Moh Juj (buffalo fight) during Magh Bihu, similar to Jallikattu in Tamil Nadu.
