ACS Officer Nupur Bora Granted Bail
Guwahati: Assam Civil Service (ACS) officer Nupur Bora, who was arrested by the Chief Minister’s Vigilance and Anti-Corruption Cell on corruption charges, was granted bail tuesday by the Special Judge’s Court.
Appearing on behalf of Bora, advocate Bijon Mahajan argued that her arrest did not follow the due procedure. Speaking to reporter, Mahajan stated that the Assam Police failed to comply with the legal provisions required when arresting a woman at night. “As per the rules, prior permission from a First-Class Judicial Magistrate must be obtained before such an arrest, but that was not done,” he said.
He further pointed out that “the investigation has already made significant progress, and since the inquiry period is limited to sixty days, of which fifty-six days have already passed — and given that she is a government servant — the court granted her bail.”
It may be noted that in connection with CM Vigilance Case No. 25/25, Bora was arrested on September 16 while serving as the Circle Officer of Goroimari. During raids at her residence, officials recovered ₹1.47 crore in cash.
The Vigilance team had conducted simultaneous raids at her residences in Guwahati and Barpeta, recovering huge amounts of cash, gold ornaments, and luxury items. The incident shocked the state, as it was rare for such a massive amount to be seized from the home of a government officer.
According to investigators, Nupur Bora owns three flats in Guwahati, plots of land in Jalukbari and Beltola, and had not vacated her rented house in Barpeta even after being transferred — where she allegedly stored ill-gotten money. The CM Vigilance Cell also found records of ₹9.5 lakh transactions through Google Pay and discovered that she held nine bank accounts with deposits disproportionate to her known income — reportedly 416 times higher than her legitimate earnings.
Expensive clothing and a trunk full of cash were also seized during the raids.
An ACS officer of the 2019 batch, Bora had earlier served in Karbi Anglong, then Barpeta, and most recently as the Circle Officer of Goroimari.
While posted in Barpeta, she allegedly engaged in corrupt land transactions, granting land sale permissions in violation of government orders. Sources allege she accepted bribes in exchange for facilitating such deals.
The state cabinet had earlier issued an order restricting the sale of land to non-Hindus within a 5 km radius of Barpeta Satra, but Nupur Bora allegedly violated this directive by registering land under other people’s names for monetary gain. Multiple allegations of bribe-taking in land-related matters have been filed against her.
Following her arrest, Chief Minister Dr. Himanta Biswa Sarma stated that she had allowed suspicious individuals to purchase land despite official restrictions.
It is also notable that Nupur Bora’s social media posts reflected a lavish lifestyle — with frequent displays of fashion, luxury, and travel — which further drew public scrutiny after the corruption case came to light.
